Someone come sup with an idea, a bill is introduced into either the senate or house. Then a committee from that house makes changes. They have the entirety of the members vote. Then it is sent to a committee in the other group followed by a vote by everyone. A final bill will be drafted by a conference committee between both groups and then everyone votes. If it is passed it goes to the president to sign into law or to veto.
