Shay's rebellion revealed that the Articles of Confederation did not provide for the United States to have a military. Instead, individual states had "militias" made of volunteers. Also revealed a lack of unity.

The Great Compromise created a "bicameral" or two-house legislature. The Senate (NJ plan) is based on equality, as every state has two senators. The House of Representatives (VA plan) provides representation that is proportional to the population of that state.

The first 10 amendments, known as the Bill of Rights, simplify as follows: the First protects freedoms of speech, religion, press, assembly, and petition; the Second protects the right to bear arms; the Third prevents the government from forcing citizens to house soldiers; the Fourth prevents unreasonable searches and seizures; the Fifth guarantees rights for the accused, including against double jeopardy; the Sixth ensures a speedy and public trial and the right to a lawyer; the Seventh guarantees a jury trial in civil cases; the Eighth prohibits excessive bail and cruel punishments; the Ninth acknowledges that people have more rights than are specifically listed in the Constitution; and the Tenth gives powers not given to the federal government to the states or the people

Veto power- While the president can reject a bill from becoming a law, the legislative branch can vote again and affirm that law.


Impeachment Congress can formally charge any federal official who commits "high crimes, treason, or misdemeanors". Congress can vote this official out of power.
