Why don't artillery shells explode when they are fired?

The projectile is filled with explosive, while the artillery charge consists of propellant. A propellant burns, while an explosive detonates. Because propellant burns at a relatively small velocity, it doesn’t cause an explosion as opposed to detonation which occurs very fast.
