Once the sun goes down, the sand loses heat quickly, so it feels cold. The water doesn't lose heat quickly and stays the same temperature more or less so the water feels warm.

TYesterday it was 32 degrees F in the morning.  YIt was cloudy all day and for most of today it was still cloudy.  This morning there were scattered flurries of snow and there was a light cover of snow on the ground.  Right now the sky is clearing up and I noticed that the snow is melting really quickly.  I just looked at the thermometer and noticed that the temperature was up to 45 degrees F!
