Why does a heavy rain start when the cold front comes?
Cold air mass replaces the warm one, that is moving up the wedge of a cold air. It rises quickly, so the clouds grow fast and a heavy rain starts.

It is given as a persantage of maximum amount of vapour that the air can contain at a given temperature. Decrease the air temperature to increase the relative humidity without adding water.
