It means very light rain. Because "You don't put on boots for a drizzle. You don't even open your umbrella. You walk through it and barely notice your hair getting wet." When you need to wear boots, it's raining hard. If you don't need to wear boots, it's raining a little.
Why does mom cry in "Goodbye"? (P220)

It means saying some bad things about someone behind him/her. Because in the book, Miranda said Ella and she said "Via is so this. Via is so that." It's not a good sentence. And "bad" means not good.
