What is the procedure when a client tells the worker that he/she refuses to register to work?

Staff with your supervisor. The supervisor will call the client to discuss work registration.

When client refuses to register for work with the worker the next step is the supervisor contacts the client and discusses work registration. If the client refuses with the supervisor the supervisor emails the SNAP mailbox at state office. Then SNAP PFR contacts the client. If the client still refuses to register the PFR will apply the appropriate disqualification.
