The Bracero Program was created to help fill the need for manual laborers during WWII. Nearly 200,000 men from Mexico will be given Visas to come and work in the United States in labor intensive industries. They will recieve low wages and face racism and discrimination. After the war they will be sent back to Mexico.

This depicts hundreds of Japanese Americans in line to buy/get TNT, supposedly to attack the U.S. from the inside. They will do so when they get the signal from home which is why the "lookout" is looking west.
