Hiter was climbing along the backs of the spineless leaders. These leaders were from all the other countries. They were hunched over because in reality they were not standing up to Hitler. He was able to easily walk all over them on his rise to power. This is shown in how the stack of people gets higher and higher. He is making a silly face at them to essentially say "HA HA you can't stop me!" The men that he has stepped on represent the countries that he took over. The other men have ? on their backs because you do not know what Hitler might try to do next.

George Marshall, and President Truman worked to come up with a plan to help the economy of Europe. The United States sent $13 billion in aid to Europe The goal was to improve their economies so that countries could get back on their feet and we could hopefully avoid a WWIII.
