Why can "The tiger is endangered" refer to ALL tigers, while "The tigers in this zoo are endangered" cannot?

"The" + a singular animal name refers to the whole species (formal). In the second sentence, "in this zoo" narrows it to one specific group.

This sounds natural, so what is wrong with it? "Of the two proposals, the cheaper one is definitely the best."

"The best" is a superlative, which needs three or more things. With exactly two, it must be "the better."

In "The harder you work, the more you achieve," is "harder" an adjective or an adverb? Define both terms and explain how you can tell.

Adverb. An adjective describes a noun (what kind?), and an adverb describes a verb (how?). "Harder" describes how you work. It looks like an adjective because "hard" is a flat adverb (same form as the adjective).
