Answer may vary. 

I would use geothermal. There are a lot of natural hot springs there, so there is a lot of potential for geothermal power plant. This is a good renewable energy that is constant and will produce electricity, hot water for the city, and have no green house gasses.

Convection current. 

Heat rises, and cold falls down. The heating element heats the cold water at the bottom, rising and repeating the process until the water is a constant temperature.
