A "score" is 20 years, so it refers to 87 years before the Gettysburg Address, which takes us to the year 1776, when the Declaration of Independence was written. The quote is from the Gettysburg Address, where Lincoln is reminding his audience of the promises made in the founding of the country for all men being created equal, to honor the soldiers who died to make that promise a reality.

A pair of federal laws that allowed for the recapture and return of runaway enslaved people within the territory of the United Sates. This led to resentment in the North where slavery was illegal. Northerns felt this law overstepped their own authority and sovereignty
