True or False

Once a student files their FAFSA and TAP applications, there is no other action needed.

False! In some cases students are required to submit additional documentation before a financial aid package can be awarded. This documentation could range from proof of citizenship status to tax transcripts to verify the income reported on the FAFSA. Students are notified about these outstanding requirements, along with instructions via the MySCCC portal, they will receive an email and also a hard copy letter to the home address. However, the emails and letters are generated at specific points in time (typically monthly). Therefore, it’s best for students to be checking their portal often to see if anything popped after they filed the FAFSA. Once a student submits the requested documents, it can take up to 2 weeks before an aid package is created for the student.

True or False

Any student who completes the FAFSA is eligible to receive financial aid.

True (for the most part).  Students need to meet basic eligibility requirements (i.e. possess an eligible citizenship status, be meeting satisfactory academic progress requirements, be a matriculated student, etc.) to qualify for aid. The FAFSA is an income based application that looks back two years. Lower income families may qualify for grant assistance, but everyone can have a federal student loan. How can loans be considered financial aid, they have to be paid back?!?! The federal loans are low interest and government guaranteed, meaning there are no co-signer or credit checks. A bank won’t give an 18 year old with no credit history a loan, but the federal government will! Plus, there are a variety of repayment structures available for students. Students need to apply every year to determine what they will qualify for.

Do you have to be enrolled full-time to receive financial aid?

No, part-time students can be eligible for aid, but it depends on the specific type of aid program. The NYS Tuition Assistance Program (TAP) requires students be enrolled in at least 12 credits each semester. Part-time students may qualify for part-time TAP, but they should apply for Aid for Part-Time Study (APTS). Students who qualify for the Pell Grant may receive the award on a part-time basis (awards are prorated based on number of credits enrolled for and EFC). Students who are looking to borrow federal loans must be enrolled in at least 6 credits. Financial Aid always looks at credits towards degree. If a student enrolls for 15 credits, but only 9 count in their degree, they will only receive aid they qualify for at 9 credits. Courses that are considered pre-requisites, but are not part of the student’s degree program, are not aid eligible courses. If a student is has an approved course substitution, they must submit a copy of the approval to FA in order for it to count in their FA load.

True or False

When a student drops or withdraws from courses, they are still liable for tuition, therefore their financial aid will not change.

False! Any aid recipient who intends to change their enrollment once courses start should go to the Financial Aid Office to discuss how that change will effect financial aid.  It's important to remember that tuition liability and financial aid eligibility are two separate things! Each semester there is a tuition liability schedule. Beginning with the first week of classes, student will receive a percentage tuition refund (100% liable for fees) starting with 75% through the third week of classes and receive 25% tuition refund. As of the fourth week, students are liable for 100% of tuition and fees. When it comes to financial aid eligibility, students earn a different percentage of their financial aid each day as the semester goes on. For some aid programs, eligibility is based on their schedule as of the first day of the term. For other aid programs, eligibility is determined by their credit load at the end of the drop period. If a student withdraws entirely from the semester, a calculation is used to determine how much of the aid they received are they allowed to keep. There is also a difference between dropping courses in the first 3 weeks (courses with DC) vs. courses with W’s as to how it will affect a student’s Satisfactory Academic Progress.

True or False

When a student is not meeting academic progress requirement and is blocked, they may be able to regain their eligibility either by doing well or having an appeal approved.

More true than false!  There are different progress requirements for federal and state aid programs. Satisfactory Academic Progress (SAP) is evaluated at the end of each term. If a student is not meeting those requirements, a block is placed on their file for the semester. If a student had extenuating circumstances, they can submit an appeal to the Financial Aid Office. If the appeal is not approved, depending on the reason they are not meeting SAP, by doing well, they may be able to regain eligibility on their own. The components of federal SAP include earning 67% of the credits attempted and maintain a certain cumulative GPA. Students will also be blocked once they have attempted 96 credits. When blocked for reaching the maximum credits attempted, student can receive federal aid if an appeal is approved. State aid is a little different and the requirements are based on how many payments the student has received.
