How are their thought processes shaped by social and technological change? The author used multiple simple sentences, with some complex sentences. The author could have taken some of these simple sentences and turned them into compound sentences to better the article.

Plastics come from everywhere, due to poor waste management. The author believes the audience should know about the plastics in the seas, and where they stem from.

Yes, because doing these types of acts such as hacking or messing with federal information is against the law. To get into these systems it definitely takes knowledge, so to say these people don't know what their doing is an understatement.
