It first opened to the public on July 25, 1959 during the tenure of Manila Mayor Arsenio Lacson. Plans to renovate it surfaced following the election of Isko Moreno as Manila mayor.  The project's budget is ₱1.7 billion and it features a 30-foot waterfall in the lagoon, a big cat enclosure, a marsupial exhibit, a monkey enclosure and a restaurant. It reopened on December 30, 2021.

This cemetery was primarily designed as a municipal cemetery for the affluent and established aristocratic Spanish families who resided in the old Manila, or the city within the walls of Intramuros during the Spanish colonial era. It was on April 22, 1822 when the cemetery was officially inaugurated, although it had been in use for two years prior to its completion.

Built in the Baroque style, its façade is distinctive with twisted columns on both levels. The Corinthian columns of the second level has a third of its shaft twisted near the base, while the upper portion has a smooth surface. The topmost portion of the four-storey belfries are rimmed with balustrades and decorated with huge scrolls. The tympanum of the pediment has a pair of chalice-shaped finials, and towards the end of the raking cornice, urn-like vases mark the end of the pediment.
