The Framers gave Senate the power to ratify all treaties, thus it can be said the Senate is more influential in this aspect of policymaking. The name of a House committee.

This institution is unique to the House, reviewing bills from the committees before they go to the full House, and setting rules such as allotted debate time, and allowed amendments.
