when and why would Dr. Batelli use Ultrasound and Not paraffin and Vise versa

Bonus +300 points

Why do we put on a strapping for every Pt, what is the purpose

Paraffin is used for patient with metal plates, screws etc in foot, ultrasound can not be used with metal due to it causing metal to heat up and cause increase pain or even brake bone if treatment is for fracture.

Ultrasound is used for tendons and ligaments to target specific location

Strappings are placed after Pt to help alleviate pain and discomfort as well as since the muscles tendons ligaments are all relaxed it allows them to stay relaxed , if no strapping is applied it eliminates or makes ineffective the treatment that was just performed.
