What is shared decision making?

Standards of conduct for program staff, consultants, and volunteers.
What are program personnel policies?
Policy council members are elected by this group of people.
What are the parents of children who are currently enrolled in the HS program?
Examples would include: financial and credit card expenditures, Admin Reports, CACFP meals claimed for reimbursement, financial audit.

What are bylaws?
This group must consist of: one member with a background and expertise in fiscal management or accounting; one member with a background and expertise in early childhood education and development; one member must be a licensed attorney familiar with issues that come before the governing body; members that reflect the community, to include parents of children currently or formerly enrolled in Head Start; liaison from PC and to PC.
What is the Governing Body?
The percentage of PC that must be parents of current HS children.

Consists of a specific amount of money set by HS.
What are Training and Technical Assistance funds?
The number of children we are federally funded to provide for.
What is 275?
These are the five key factors to the system: clearly written procedures; procedures to resolve internal disputes; procedures for hearing and resolving community complaints; staff driving the partnership; managing and monitoring the governance portion of the standards.
What is a shared governance system?
A governing body that is not able to have the expertise of an attorney, fiscal/accounting, and early childhood education may use a consultant, or an individual with relevant expertise, with the qualifications to work directly with the governing body.
What are exceptions to governing body composition?
The length of time a policy council member may serve.
What are 5 1-year terms?
This category in the budget can not exceed 15% of the total budget.
What are admin costs?
These consists of center based part-day and full day and home based.
What are program options?
These rules pertain to both the board and policy council, member must: not have financial conflict of interest with the HS agency; not receive compensation for serving on any board or providing services to the HS program; not be employees, or members of their immediate family be employed by the HS program; operate independent of staff employed by the programs.
What are conflict of interest rules?
Done annually in May, this process evaluates strengths and areas of improvement.

This act states that the policy council shall approve and submit to the governing body decision about program operation activities.
