This document is prepared for every project that must undergo an environmental assessment but can vary in length and complexity.
What is a Transportation Environmental Study Report (TESR).
With the February 22, 2024, amendments, new highways or freeways of any length would be considered within this grouping.
What is Group A
The date of the most recent amendments to the Class EA.
What is the 22nd of February 2024.
A document that is distributed to the public, stakeholders, as well as Indigenous communities and organizations to notify them that a project is starting the environmental assessment process.
What is a Notice of Study Commencement.
The creation of a new commuter parking lot would fall within this grouping of projects.
What is Group B.
The names of the two Class Environmental Assessments that currently can be used in relation to the provincial transportation system.
What is the MTO Class Environmental Assessment for Provincial Transportation Facilities, 2000 and Class Environmental Assessment for Provincial Transportation Facilities and Municipal Expressways, 2024.
This document provides a record of all the comments received during the 30-day comment period following the Notice of Completion, as well as the responses to these comments and any other supporting materials.
What is the post-TESR Record of Consultation.
Due to regular wear and tear, there are cracks that need to be repaired in the surface of a bridge. The bridge falls within the designated MTO right of way and is not known to have any heritage value. This work is performed regularly every several years as cracks appear, making it fall within this grouping of work.
What is Group D.
A Group C project has not yet issued a Notice of Commencement under the 2000 Class EA, but has procured and signed a contract with a consultant for the work. The project must be performed under which Class EA.
What is the 2000 Class EA. (initiated by our definition)
A document that would be prepared following completion of a TESR if a significant modification to the project or in the environmental setting for the project occurs.
What is a TESR Addendum.
The grouping of a culvert that requires rehabilitation after it has recently fallen below MTO operational standards, which falls outside the designated MTO right of way and is known to have provincial heritage value.
What is a Group C (it would require Group C and not pass the screening criteria given its heritage value).
The last date that a Notice of Commencement can be issued under the MTO Class Environmental Assessment for Provincial Transportation Facilities, 2000.
What is December 15, 2024.
These are the only two Notices in which it is mandatory to include information about how to submit a Section 16 order and where to send this request.
What are Notice of Completion and Notice of Addendum.
The city of Toronto has chosen to add bike lanes in both the northbound and southbound directions to Yonge Street between Dundas and College Street. The bike lane addition will fall outside the MTO designated right of way but make no changes to traffic capacity of the road, making this project fall within this grouping.
What are Exempt Projects (would also accept what is Group C screened to exempt).

What is Notice of Proposed Transition and Notice of Transition and Commencement.
