Really depending what it is, everyone can benefit from being able to make adjustments. Pages like Wikipedia can often become hard to read with long paragraphs and lots of text.
Is Reflow ONLY tested full width and minimum on a browser?
No. Reflow can break at any viewport size so it's important to start at full screen and manually slide the screen down to 320px wide to see if there's any point at which it breaks.
