Difference between Merchant and Agency?

Merchant, sometimes called Merchant of Record (MOR), means that Expedia Group is the merchant of record and thus will take the payment from the traveler. Expedia Group is responsible for paying any refunds.

Agency means that the agency—in this case the car rental company—takes the payment. You may also hear the agency called the “supplier” or “vendor.” For this payment type, the car rental company is responsible for paying any refunds.
