1801 Haitian (Toussaint) Constitution
After the slave rebellion of 1791, the 1801 Haitian Constitution explained how Saint Domingue would remain in the French empire, but be ruled by separate laws, notably including the abolition of slavery and the power of Toussaint Louverture to oversee the army, government, and communication with France. The Constitution was written by Toussaint, along with 7 white people and 2 free people of color. It was written in response to Napoleon’s rise to power in France.
The representatives of the colony of Saint-Domingue, gathered in Central Assembly, have arrested and established the constitutional bases of the regime of the French colony of Saint-Domingue as follows:
