It is the employee’s responsibility to be informed on the collective agreement and being unaware of entitlements is not a defense when it comes to filing a grievance.

"34.11 Where, in any vacation year, an employee has not been granted all of the vacation leave credited to him or her, the unused portion of his or her vacation leave, to a maximum of two hundred and sixty-two decimal five (262.5) hours of credits, shall be carried over into the following vacation year. Is there an option for "unpaid vacation"?
Short answer: No.

It is every employee's responsibility for managing their leave, and being aware of their balances for absences. The types of both paid and unpaid leave are negotiated and detailed in the collective agreement. You can review the collective agreement to see if there are options covered in there and the required conditions to see if any applies to your situation (e.g. many have stated minimum/maximums). If you are facing an extraordinary situation, you can reach out to your TL/SM for a discussion/assistance but reading through the collective agreement first is important so these are informed discussions.

What condition do you have to meet in order to have earned vacation for a month?
"34.02 For each calendar month in which an employee has earned at least seventy-five (75) hours’ pay"
Note that while you are advanced vacation leave at the beginning of the year, it still has to be earned. The overall balance can change throughout the year.
What type of leave is appropriate when needing to take care of a child on days where their school has a scheduled closure (e.g. pro-D days)?
Vacation, Personal or comp time could be used. Note that leave with pay for family-related responsibilities would not apply:

There is no maximum. Your sick leave will carry over until you use it or leave public service.
Can you use "personnel selection" leave for an interview for any position within public service?
Not quite. It wouldn't apply to positions within the municipal or provincial public service. It would apply to most positions within federal public service.

When can paid leave for medical/dental appointments be used, and what is the maximum? *bonus, is this leave covered by the collective agreement?
There is paid leave for medical or dental appointments - up to half a day (3.75 hours) of paid leave to attend personal medical appointments for the purpose of routine, periodic check-ups of a preventative nature, such as annual physical examinations, periodic dental / eye examinations or procedures of a diagnostic nature. This leave is not in the collective agreement, but it provided separately.
Note there is similar leave covered in the CA, specifically for pregnant employees. (Article 36)
Is there any kind of leave for someone experiencing domestic violence?

*Note this type of leave is treated with sensitivity and concern for the employee's privacy. This isn't tracked on any shared leadership database, and even the submission in peoplesoft is under "other leave".

What is one-time vacation?

"An employee shall be credited a one-time entitlement of thirty-seven decimal five (37.5) hours of vacation leave with pay on the first (1st) day of the month following the employee’s second (2nd) anniversary of service, as defined in clause 34.03." Note, it does not count towards the carry-over maximum.
This leave used to be called "Honeymoon leave".

35.01 An employee shall earn sick leave credits at the rate of nine decimal three seven five (9.375) hours for each calendar month for which the employee receives pay for at least seventy-five (75) hours.
