A limited government cannot take away rights and freedoms that are provided to the citizens, usually because they have a constitution that protects their rights. An unlimited government has no restrictions and can treat its people any way they want, because it has absolute power and does not give its citizens any rights. Usually, unlimited governments do have provide citizens with constitutions.

The United States government is limited because the United States has a constitution that protects the citizens rights, and each citizens has exactly the same rights. In ancient Athens, not all people living in Athens had rights. Women, foreign-born people and slaves were not considered citizens, therefore they could not participate in the government or were provided the same rights as citizens.
