Treat the alarm as a Transformer Tertiary Ground Alarm and respond as per NMI-0253. For transformers that do not have a switchable shunt reactor connected to the tertiary, a sustained tertiary ground alarm should be investigated during normal working hours. In the meantime, the transformer can remain in service. For transformers with switchable shunt reactors connected to the tertiary, a sustained tertiary ground alarm can indicate a possible reactor fault. Accordingly, the reactor shall be switched out of service as soon as possible.

What is the purpose of a grounding transformer on a four wire system?

A Ground return path provides a protective relay scheme a means of recognizing a flow of current to ground indicating a phase to ground fault or a phase unbalance. A neutral Current Transformer is used to measure this current flow and depending on its magnitude initiate relay protections to clear a fault.

What is a master ground relay?
The Grounding Transformers provide neutral current source for the Master ground relay (64M) that is used for supervision of feeder and bus protections to prevent false tripping. False trips can occur when switching on a three-phase balanced system. The resulting current unbalance could cause relays to operate erroneously. To prevent this from occurring, ground current supervision provided by the Master ground relaywould ensure feeder or bus protections only operate when ground fault current is flowing.

When is a holdoff required from a Generation Facility?
A Hold-Off is required from any Generation facility which has a dual circuit DESN-style connection equipped with auto-reclosure. For generation facilities connected to a distribution system via a single supply, there is no requirement for a Hold-Off to be established due to the internal design of local protection systems that require healthy voltage and frequency quantities for a pre-determined time period in order to re-connect.
