No, unless the governor declared a bill or topic as an emergency item.

Nah.

Radical republican takeover giving too much power to the federal government

Emergency sessions called outside of the legislature schedule

It allows Congress to make and enforce any laws that are necessary and proper for them to do their duties as specified by the US constitution
