1: ‘Will’ usually refers to the decision made at the moment of speaking and ‘Going to’ refers to an earlier made decision.

2: ‘Will’ is used whenever a prediction is made based on a personal belief and ‘Going to' is used when the prediction is made based on some kind of evidence.
