In 2008, Congress amended the ADA. Why? What was the main reason Congress did so?

By 2006, over 90% of plaintiffs lost ADA cases. The ADA failed in its objective of providing a "clear and comprehensive national mandate for the elimination of discrimination against individuals with disabilities" in the area of employment.  Courts and the EEOC were simply misinterpreting Congress' intent by narrowly construing the law.
