One specific program that has been specifically affected on a policy and day to day operational level with the recent merge of The Utah Department of Human Services and the Utah Department of Heath into the Utah Department of Health and Human Services. With the merge has come consolidation of divisions, rearrangement of programs, results-based accountability plans, policy changes, etc. Originally housed under the Executive Director’s Office with DHS, this program was moved to the Office of Coordinated Care which was merged into the Division of Health. Because of cultural differences between health and human services, the program's process has been morphed, vocabulary has changed, and the caseworkers have had to learn a new method of accountability. There has been resistance and a lot of conversation about these changes, some positions have dissolved and new ones have emerged.
