Structures: looks at the airframe wreckage

ATC: looks at the messaging between the plane and the ATC.

Weather: looks at all the weather data of the day of the incident.

Human Performance: looks at the conditions of the pilot before the accident to see if they may have had something wrong.

The NTSB has to be independent to avoid bias, it's goal is to perform research on aircraft accidents, the steps are 

Notification: the “Go Team” is formed.

On-Scene Activities: preserve evidence, collect data, record info, report back on discoveries.

Post On-Scene Activities: analyze data, prepare presentation, present data, publish data.

Safety Recommendations: research what went wrong, test to prove correct, develop a solution, publish findings. The "Go Team" each specializes in a different part of the accident.

-Private Pilot certification - Be at least 17, Have a student pilot certification, minimum 40 flight hrs, Pass a written test. The pilot will be able fly solo or carry passengers, fly in good weather, can’t fly for money

-Commercial Pilot certification - Must be 18, Must have 100 hrs in pilot in command time, must have 250 of total flight time and 50 hrs of cross country flight time

-Airline Transport pilot - Must be 23 years old, must have 1,500 hrs of pilot
