APO had been denied exemption to Title IX, as it as a community service organization with no valid reason to exclude women. In Atlanta, the bylaws were changed to include them- something many chapters (including Sigma Xi) threatened to dissolve over. The Gentleman's Agreement allowed existing chapters to remain all-male, but decreed that all future APO chapters must be coed.

What Was the Change in Focus?
In the Summer of 2005, APO Nat'l President Fred Heismyer made a proposal to the National Board of Directors that APO would become an open membership organization, and that the students affected should not get a choice in the matter, as it as for compliance with national law. Changes were made to the nat'l structure reducing the number and power of the student elected officials of the Board. APO went from being a student lead fraternity, to a student focused organization.

The all-male chapters of APO met, and the end result was our Declaration of Independence from Alpha Phi Omega. Sigma Xi sent Sean O'Mara, Brian Chick, and Dave Haluska.

to assemble college men in a national fraternal order as envisioned by Frank Reed Horton and the Boy Scouts of America. This Fraternity is dedicated to developing leadership among its brothers, forging the bonds of brotherhood regardless of race, creed, or background and developing an understanding that service is not an obligation, but a higher calling.
