As a result of labor unrest and racial violence, Americans feared the threat of communism and imagined that the country was filled with political radicals who were responsible for bombings and suspected conspiracies. This was a response to that fear, and was characterized by government raids, spontaneous acts of violence against supposed radicals, and intense nativism.

This organization was established during Hoover's presidency to provide federal loans to troubled banks, railroads, and other businesses, but failed to deal directly or forcefully enough with the real problems of the economy to produce any significant recovery. As a result of friction between new (industrial) and old (craft) labor unions, John L. Lewis created this organization in 1935. It expanded the constituency of the labor movement, was more receptive to women and African Americans than the AFL, targeted previously unorganized industries (textiles, laundries, tobacco factories), and was more militant than the AFL.

After the attack on Pearl Harbor, government propaganda and popular culture combined to create an image of the Japanese as devious, malign, and savage people. It was easy for Anglo Americans to imagine that the Japanese Americans were engaged in conspiracies on behalf of Japan, even though no evidence existed to suggest this. In response to pressure from military officials and political leaders, FDR signed Executive Order 9066 which made THIS legal.

It also imposed harsh penalties on Germany - it had to pay reparations, decrease the size of its armies and military, and lost territories. Wilson refused to consider them, and due to the difficult process, the public lost interest in the peace process.

The 1935 act established an arms embargo against both sides in any military conflict. The 1936 act forbade the extension of loans or credit to belligerents. The 1937 act prohibited US ships from transporting passengers and articles to belligerents and set up a cash and carry policy.

Frustrated that the Supreme Court struck down the NRA and AAA and bolstered by his landslide results in the 1936 election, Roosevelt proposed this plan to overhaul the court system.
