Male citizens were ones that could vote. 

Their wives would provide their opinions to their husbands but they could not directly vote or make decisions. 

Metics and Slaves were not involved in the decision making process.

What was the role of the courts in Athens

Any Citizen that felt that his rights were not being met or was unhappy about something could bring it before the Magistrate.

Women could bring their own concerns forward. However, if the women was a defendant (person accused of crime), then she would have to have a Male Citizen Speak for her.
