Did Athens have a true direct democracy? Why or why not?

Direct Democracy to a point with the Council of 500...

The government of Athens was made up of the Council of 500 – five hundred citizens taken from each of the areas of the city-state. There were two leaders of the government who led the Council and helped keep order in their meetings. Rather than being elected, members of the Council of 500 were chosen by lot from a pool of all Athenian citizens. That way, even the poorest and least popular citizens would have a chance to be in the government.
