What is the first step for how a bill becomes a law?

A bill, or an idea for a new law, is introduced in either house.

powers that the U.S congress has that is specifically listed in the constitution

allows them to make any laws that are necessary and proper for carrying out their other powers. Also called the "Necessary and Proper Clause"
