Describe the process of how the Senate constantly rotates through new Senators and why they use this process.
Every 2 years, one group of senators resigns and then new ones are elected. Then 2 years later, a different group of senators resigns and then new ones are elected. Then after another 2 years, the last group resigns and new ones are elected. After that, the cycle restarts giving everyone an equal 6 years in office. This is useful because then, you don't have an empty senate every 6 years. This could be very vulnerable to attack so that is why they use it. Also, then the new senators don't all go walking in having having no idea whatsoever on what to do.
