Since they feared having a Tyrant who had too much control over them (they tried to recover from being ruled by the British) -they wanted to having less power and a centralized goverment. Unfortuantly, this caused chaos since there were no proper rules.

What stopped the states to amend laws and why was that bad?

They needed every state to agree. Even with 12/13 states that agreed to amend the laws, they were unable to do it. This was bad because it meant that colonists had to keep suffering with the laws that they needed changed.
