If we know an elements atomic number, how can we know how many electrons it has?
Each element on the Periodic table is in it's neutral state, so it will have the same number of protons as electrons. Since the atomic number tells how many protons, we know it has the same number of electrons!

Fluorine and Chlorine both have 7 valence electrons. When they react with each other they each share one of their valence electrons with the other so their valence shells are connected through those electrons. What kind of bond do they form?

How can you tell the reactivity of an element?
You can look at the element's group and how reactive they are, you can look at the number of valence electrons an element has, you can look at how many energy levels it has (the further electrons are from the nucleus, the more likely they are to be given away, making the element more reactive)

How do you find the charges of ions anywhere on the periodic table? (show an example for double points!)
You look at the number of valence electrons the element has and how many it is likely to loose or gain during a reaction. If the element ends up with unbalanced protons and electrons it will have either a positive or a negative charge.
