What is an unrestricted report?

Initiates an official investigation: CID is notified and given permission to openly and publicly investigate the allegation. Victim must sign DD form 2910. TAC chain of command and SARC/VA reports in 24 hours. Only USCC SARC, VA, and medical personnel may file it. 

Victim cannot reverse to restricted report.
