NO. The batch must stay at HIGH once provisioned.

Financial reserves are taken at the close of the month where the batch was placed at HIGH

Nothing. The batch must remain as HIGH until consumed or discarded.

NOT IQV AT THIS TIME. 50 units should be "reserved quantity".
