Harassment and bullying are both forms of aggression toward another person. Harassment, however, doesn’t always have a power imbalance, and it doesn’t have to be repeated. It only has to happen once.
Harassment that is repeated or that has a power imbalance crosses the line into bullying as well, but it’s still harassment.
How are flirting and sexual harassment different?
Flirting is welcomed attention that makes you feel good or even neutral. Sexual harassment is unwelcomed.

This is harassment, targeting a specific characteristic. "Today," tells us this is the first time this has happened, bullying is repeated. No evidence of a power imbalance or personal gain for Jordan.
Drew sends Nora a bunch of memes. Nora was neutral and comfortable with the memes at first, but as Drew continued sending them she began to feel uncomfortable about the sexual nature of the memes. This is sexual harassment, Nora felt neutral about the memes as well, but then she began to feel uncomfortable. She even told Drew to stop and he continued.

Relational, Blaine is not directly physically or verbally bullying Sam. However, Blaine is actively ignoring and indirectly bullying Sam which makes this Relational Bullying.
