Mercantilism is allowing an imperial country to get rich in silver and gold. They can get rich by selling furs, wood, fish, and iron. That at the time could get you great wealth. With lots, even unlimited resources, you could no longer pay other countries for resources. Those imperial countries could use as many as they wanted. They could sell what they did not need anymore to other countries to get more money.
