- Check the meter to see if it is actively spinning.
- Turn off the main shut off valve to the house
- Reinspect the meter with the main shut off turned off.
- If still spinning the leak is between the house and the city tap, and indicates a water service leak.
- If the meter is not spinning, the leak is inside the home after the shut off. Start to die test toilets.
