Qualified and eligible military service members with certain MOS/RATING may apply to exchange their military Commercial Motor Vehicle (CMV) training and experience for a Texas Commercial Driver License (CDL) under the Military Even Exchange Program. This applies to the issuance of an initial CDL only and cannot be used for upgrades or restriction changes. Applicants must be active service members or be within twelve months of discharge and provide the proper documentation to support any information certified in this application. The applicant must meet all other CDL licensing requirements, including the issuance fees. This program also waives the knowledge exam, with evidence of military CMV training and experience, for the following endorsements: Passenger Carrier (P), Tank Vehicle (T), and Hazardous Materials (H). The transfer of School Bus (S) endorsement is prohibited.

ELDT is a single, national standard for obtaining a commercial driver's license. ELDT regulations apply to drivers seeking to obtain a CDL for the first time, upgrade an existing CDL to a Class B or A, or obtain a new hazmat, passenger, or school bus endorsement. Each state must electronically verify that an applicant completed the required training and certification process before administering a CDL skills test or prior to taking the knowledge test for a hazmat endorsement.
