An income tax is a tax that the government enforces by taking a piece of your paycheck every payday. Because we in the CNMI do not pay federal taxes, it is the local government that enforces an income tax.

An independent regulatory commission is an agency that regulates a certain area of the economy. An example of this includes the FDIC.

It is progressive because the government takes more of your paycheck if and when you make more money.

Expressed powers are written in the constitution while implied powers are government powers not specifically written in the constitution but still empowers Congress to perform its duties.

Government corporations are federal agencies but unlike other offices they have to earn their own money through charging of services to their customers. Example of this is the USPS.

Discretionary spending is funding that must go through the budget but MAY be used for optional activities or programs. Remember after paying for the programs required by law this would be considered the leftovers.

The spoils system was a system where the President rewards a supporter with a government position. To land a federal job, you have to apply and qualify for the job rather than be rewarded based on your relationship to an individual.

The police cannot hold you for long without cause and must present you in court to a judge. Remember the cops cannot keep you for longer than 24 hours without reasonable cause.
