Most likely not. It gave the Metis a province and an elected government, but it was a very small province, the fed. government still retained control of public lands, and many Metis could not vote because they were not permanent residents of Manitoba.

He gave a voice to the Metis and led them in their goal of gaining rights and land, but he was also responsible for violence that resulted in the deaths of many people, which led to him being tried and executed as a criminal.
