Positive- The Freedmen's Bureau was established. It built schools and hospitals and established a free education system.  Amendments 13-15 were passed.

Negative- Much of the South was destroyed during the Civil War, so Southerners lived in poverty and struggled to rebuild.  People became trapped in the system of sharecropping.
