read before both houses then assigned by a committee, committee members consider the bill and oppose it, then the committee can send the bill for further consideration before the houses,each house debates the bill and members consider it, and if the majority votes on it, it is sent to the other house for a vote. if 2 differ, the committees work out differences and sends 2 compromises to both houses for final approval, then if approved, it goes to the governor who vetos it or makes it into a law.
