Why are naming rules different for metals and ionic structures as compared to covalent molecules?

Due to electrostatic attractions forming an overall neutral substance- ions always bond in the same proportian (example sodium and chlorine will always bond 1:1) Due to the sharing of electrons and ability to form multiple bonds, nonmetals can bond in many different proportions (example: CO and CO2) so prefixes are needed to specify.
