In 1985, the NHL made the "Gretzky Rule". What did it entail?

It stopped teams from gaining an advantage during coicidental minor penalties. (i.e. there was no 4 on 4, one player served the penalty time while the play continued to be 5 on 5). This was because Gretzky and the oilers were so dominant during 4 on 4 and would intentionally draw penalties to gain an advantage. It was reversed in 1992.
